Department for Business, Enterprise and Regulatory Reform (BERR)

The Department for Business, Enterprise and Regulatory Reform (BERR) has a wide ranging portfolio encompassing consumer and business law; business regulation; Europe, trade and export control; employment matters; and business sectors. Of particular interest for the Regional Employment and Skills Partnership is the Department’s responsibilities in terms of regional economic development, and enterprise and business support.
Regional Economic Development
BERR has specific responsibility for the Regional Development Agencies in England. It works closely with each RDA to promote regional investment, skills, employment, efficiency, innovation and competitiveness. Although it does not have direct responsibility for skills and innovation (DIUS) or employability (DWP), it has a strong interest in them “specifically in the context of maximising potential in the workplace; strengthening regional economies; encouraging enterprise, business growth and investment.”
BERR leads on the review of sub-national economic development and regeneration (Sub-National Review, SNR). This review focuses on how to strengthen economic performance in regions, cities and localities, as well as tackling persistent pockets of deprivation. The review is based upon the principles of managing policy at the right spatial level, ensuring clarity and enabling places to reach their potential.
Enterprise and business support
The Enterprise Directorate within BERR works across Government departments, the RDAs and key delivery partners to ensure that Government – national, regional and local – understands and responds to the needs of entrepreneurs and small businesses.

The Business Support Simplification Programme is part of the Government’s drive to make the UK a good place to start and grow a business. It is streamlining the grants, subsidies and advice that Government offers to make it easier for businesses to accept help and support.
